The Apostle Peter wrote this letter to a group of newly-converted Jewish Christians to instruct them regarding doctrinal issues and to encourage them in practical matters. Of particular concern to Peter is the persecution that the new believers would soon face.

"[Peter] has something [regarding suffering] in every chapter, and does, by a great variety of arguments, encourage them to patience and perseverance in the faith, lest the persecutions and sad calamities that were coming upon them should prevail with them to apostatize from Christ and the gospel."
